I have upgraded my RLC-410 to the most recent firmware release and disabled the UID setting on the camera interface, but I still receive motion notifications from the Reolink app on my phone when I am off of my home network (no VPN connection). I also made sure that the app was set to connect over IP instead of UID. Does disabling the UID really not disable all P2P functions?

What do you mean the motion notifications? Is that for push notification or motion email alert?
For push notification, you cannot access the camera outside when you are out if you disabled the UID. So the push notification is not available neither.
For motion email alert, for it is pushed by your email server, when there is motion, you still can received the motion emails.

It is for push notifications. I agree with you. That is how it should being working, but it is not. UID is disabled in the camera interface and I have the android app set to connect to the camera via IP address. However, throughout the day while on different networks I still receive multiple push notifications regarding motion alerts.

UID and push notification are two functions for the camera. If you do not want to receive motion alerts, you may disable the push notitication directly on your mobile app.

That option is not even available on the app since UID is disabled through the camera interface. So I guess my bigger question is still unanswered. How am I still receiving alerts even though UID is disabled? Are all of the P2P functions actually not disabled? It is a little concerning for those of us who do not want our information going to Reolink equipment.
