Why can I not specify the correct DST dates? November 6, 2016 and March 12, 2017.

Hi, for the November 6, 2016 it is the 1st Sunday in November; and March 12, 2017 is the 2nd Sunday in March. The reason why we set it in this format is that the time changing is always in the Sunday.
