Setup Duo WiFi w/ VLAN

I am trying to set up a Duo 2, but with VLANs. My computer is connected to the VLAN LAN, and I want the camera to end up on a WiFi with VLAN Camera w/ SSID Camera. I connect the Duo to the router on VLAN LAN and I can set it up. Part of the setup is to use WiFi SSID Camera which is attached to VLAN Camera. When the Duo is connected to the LAN both PC Client and App can see it. However when I disconnect it from the LAN, power down, and then power it back up neither Client nor APP can see it. In my router/switch controller I can see that the Duo is pulling an IP through the Access Port, is on SSID/VLAN Camera and is pulling an IP address appropriate to that. However, neither Client nor App can connect to it. When I switch my phone to WiFi Camera it works. When I turn of WiFi and pull data through cellular it works... Have not tried with a network outside of my home yet.
