The function of the fan inside of the Reolink NVR system is heat dissipation.

Yes, and my question was whether the NVR would be able to run safely without this active cooling when 8 cameras are recording to a single internal HDD 24/7, given that that's precisely what the RLN8-410 manages to do without an internal fan.

* Check and adjust the screws, tighten the fan.

As stated in my post, the fan screws are tight.

* Remove the cover case of the NVR to test.

As stated in my post, I'm not keen to run the NVR with the cover removed. It also seems rather absurd that I would have to resort to this for a brand NVR that was only just supplied in Reolink's latest and most expensive PoE system.

* If possible, you may also put the NVR elsewhere.

Unfortunately, this is not an option given that the 8 ethernet/camera cables run from all corners of the house then down through the ceiling into this specific location. The phone cabling also runs to this location and is where the modem is situated.
