reolink app vs web access

I have a 4 camera reolink system RLK8-410B2D2. I can use my iphone and reolink app to see all of my cameras. This works over 4G or wifi.

I installed the reolink application on my desktop windows pc. How come, when I put in the ip address which I got from the app device settings, it does not work?

Doesn't the app and windows app use the same internet ?

Just now I put in the uid (qr code) of my cameras. the desktop app accepted it and it shows trying to log in and then it just times out.

Anyone have any suggestions?
