I have encountered the same situation. After forgetting the password and resetting the camera, I scanned the QR code under the device, the camera kept repeating the connection instructions without being able to go to the next step. I had to make sure the Wi-Fi connection was stable, the phone was close to the camera, and tried several times to get it to work. Sometimes I had to reset it again to get it to work. You should check the steps carefully, sometimes just changing the Wi-Fi network or using another phone to scan the code is enough gunspin.
