Can any Reolink system function in a home without wifi?

Talking with my elderly neighbor about security cameras and she wondered if there were any that would function without a computer or wifi. She has neither. Thank You

How about PoE IP cameras that will connect to the router or switch directly to work in internet and use phone app REOLINK for surveillance?
The phone access can be via 4G or WIFI network.

But she has no router, no switch, no smartphone, no computer, no internet. She would need a complete stand alone system. So not possible?

Yes, she may need a whole system to be monitored on TV or monitor.
Reolink PoE system or Wireless system can work for her.
