RLC-823A Absolutely no PTZ function

With or without power, there is no camera motion function at all. I have to get on the ladder to align the camera by hand. It was the same before the firmware update. No zoom, no right or left, no up or down.
Also automatic tracking does not work. The only time it moves when it goes to home position after a reboot.
