Spotlight Brightness

Hi. What does the "spotlight brightness" actually adjust?
From my tests, it seems to be the "maximum brightness" when spotlight is manually turned on. Is this correct?
In "smart mode" it just says "adjust spotlight brightness according to ambient lighting". This is not correct. Changing the slider when the smart mode is on, without detection, does not influence the brightness.

Also, I reached out to support by email and after several back & forth exchanges, their explanation was "it changes the spotlight brightness"

Why is it set at 10% by default? Any issues on setting it to 100%?
The Desktop app can get it down to 1% but the android up only down to 10%. (1-9% grayed out)
