I was interested to find out if anyone knows if the starlight color night vision draws more power than the black & white night vision mode with regard to the Argus PT?

Argus PT doesn't have the color night vision, it is still black/white mode.
Do you actually refer to Reolink Argus 3?

According to the Argus PT page here on the Reolink site it has "Starlight Night Vision"

On the Argus PT page here on the Reolink site, when you click "Night" under the areas that says "1080p Full HD and Starlight Night Vision" it has a video that is titled "In Color Night Vision Mode"
