Bitrate difference on RLC-811a

Hi, i have two 4K RLC-811a Cameras hooked up to an NVR. Both are set To a maximum bitrate of 8192 kbps. One of the cameras reaches the Max bitrate of 8192 kbps. The other gives a maximum around 4300 kbps. Does anybody have an idea what the probleem could be? kind regards
