RLC-411WS streams 10 times slower than other cameras on the same network

My RLC-411WS streams very slow (under Performance the Ethernet port throughput only shows 117 KB/s). The Clear stream is very choppy, only Fluent works. I have tried this camera with both the physical ethernet cable and with Wi-Fi, all with the same result. This problem exists on Reolink macOS app, Reolink iOS app, and Reolink Web interface.
I also have a RLC-511WS on the same network which streams fast and shows Ethernet port throughput of over 1 MB/s.
I also have a RLC-410W-5MP on the same network which streams fast and shows Ethernet port throughput of over 1 MB/s.
All cameras are on the same network in the same location. Only the RLC-411WS is extremely slow. The RLC-411WS is Hardware Version IPC_3816M and Firmware Version v2.0.0.1441_19032108.
Why is the RLC-411WS streaming 10 times slower than the other cameras? -
