Alarm-Triggered Speaker with pre-recorded samples

This has to be something that is possible.
I have a Reolink NVR and 12 cameras.
How can I use an alarm to trigger a speaker with a recording of "get off my lawn" for example?
Not kidding - and it would be more useful than the example given, I am warding off drug dealers from my apartment building.
