Is there a way to share cloud data? Camera shared with two different users, but one user has the cloud setup got the shared camera. The other user can’t see those files. Can two cloud libraries be set up for the same camera?

As for the Cloud account, different users can use the same Cloud account but they will own the same permission.
One camera can just be bound with one account.
