iOS - Video streamed locally or through the internet?

When I am viewing my camera(s) on my iPad, is the stream coming from a local/internal source or is it going "out" then back "in" to the app (ie: through the internet).
When I have a stream up for an extended period I will get a "poor network" message. This wants me to switch over to "balanced".
I have never got this message when using the desktop app or browser interface.

I won't guess what Reolink's official answer will be but, I know for a fact when my Internet provider is offline I can still access and see in real time video on my local network/LAN. The only time I ever get the poor network message is on cellular connections and I know from testing and using the cameras over several years its the cell carrier with the bandwidth problem. I assume since they will not admit to it, that the cell system throttles the video stream down over time to save their bandwidth. I lowered the bitrate in the video feed on my local down to 4096 and don't get the message as often.

Sorry for the inconvenience. The software will prompt you to switch the stream mode under the poor network environment, which will not affect the use of the camera. If you are worried, you could send an email to support@reolink.com, our support team will check it for you. Thanks.
