Quality of video on android phone

When viewing captured videos from theRLC-410WS camera on my computer they play normally. When viewing on an android phone the video is choppy. It looks like a series of still pictures and not a smooth video. Any suggestions? Thanks

Hi,
If you are viewing on your Android phone on a Clear mode, it will only show every 2 seconds.
Choose Balanced mode to view smooth live video.

I have no idea how to change between clear and balanced.
