If it can't work, you can upgrade your camera with the latest firmware. V3.0.0.716 is the latest firmware for the E1 Zoom with the hardware version IPC_515SD6. Download the latest firmware here, Download Center – Reolink. -

You can try to unplug the HDD and check if the NVR will power on when no HDD is plugged. You may open the NVR housing and follow the below picture to unplug the HDD.
Or you can unplug the cameras that are connected to the NVR and check if the NVR can boot up.

If you want to give the password for the camera under the NVR in Web Browser, you can connect your camera to the PoE switch, which is under the same router as the NVR connects. Then you can connect the camera as a standalone one to the Web Browser and add it under the NVR too. In that way, you can set up the login password of the camera in the Web Browser. For the PIR icon, you can still enable and disable the PIR sensor by clicking the PIR icon. You don't need to reset the camera. -
